HTX wallet rotation amid UK sanctions was reported after the UK’s Office of Financial Sanctions Implementation designated HTX as Huobi Global S.A. on May 26. The UK sanctions package targeted the A7 network, which the designation described as used to evade restrictions and to channel funds to Russia’s invasion of Ukraine. The firm said HTX retired each hot wallet and associated funding address within hours and shifted incoming and outgoing activity to newly created wallets, repeatedly replacing addresses on short timelines.

TRM noted that a block list built on specific HTX addresses goes stale within hours, which creates difficulty for address-list screening unless the underlying behavior behind the wallets is tracked. TRM compared HTX’s approach to Garantex’s post-designation playbook, citing Garantex’s creation of Grinex after its takedown in March 2025 and migration of liquidity through the A7A5 stablecoin, and reported that HTX retained its public brand while rebuilding at the wallet level rather than changing brands.

OFAC and the EU have not designated HTX, so freeze obligations fall only on UK-regulated firms. TRM Labs urged other jurisdictions and private-sector firms to treat HTX as an elevated sanctions-evasion risk. TRM Labs presented that advisory within its analysis of HTX’s post-designation behavior.

An HTX spokesperson told Decrypt that the behavior flagged in TRM Labs’ report is benign, describing the activities as routine and security-driven platform operations. “The technical activities referenced in TRM’s report reflect routine, security-driven platform operations common across the industry.” The spokesperson said the company rejects any characterization otherwise.
